France Seizes 'Shadow Fleet' Tanker, Stepping Up Pressure on Russia

France's navy seized the tanker Deliver on Thursday, intercepting the vessel near Sicily as it sailed from the Russian export terminal of Primorsk toward the Suez Canal en route to Singapore. President Emmanuel Macron announced the operation on social media, saying Europe would not let the shadow fleet circumvent sanctions and finance Moscow's war effort.

It is the fourth Russia linked shadow fleet tanker France has detained this year and the ninth across Europe since January. A Western military source said three more suspected shadow fleet vessels have been inspected as part of a European naval mission in the Mediterranean, and Britain seized a separate oil tanker in the English Channel on June 14.

The same source told Reuters the Deliver was operating under a Cameroonian flag despite having been struck off the registry weeks earlier, leaving it without nationality and in breach of international maritime law. That status gave France the legal grounds to board and detain the ship.

Cameroonian authorities have flagged growing misuse of the country's registry by sanctioned vessels and Russia linked ships, which typically rely on aging tankers and opaque ownership structures to evade oversight. European Union member states are negotiating a 21st sanctions package against Moscow, even as Russia continues to sell millions of barrels of crude to buyers in India and China at discounted prices.

For shipowners and traders, the stepped up detentions in the Baltic Sea, the English Channel and the Mediterranean are raising operational risk along every major route used to move Russian barrels to Asia. The seizure of the Deliver signals that flag of convenience workarounds are no longer a reliable shield once a registry pulls a vessel's nationality.
