EU Sanctions Shipping Arms of Gazprom and Lukoil Over High Risk Russian Oil Transport Practices

The European Union sanctioned the shipping subsidiaries of Russian energy giants Gazprom and Lukoil on Monday, adding Gazpromneft Shipping and Lukoil-Western Siberia to its restrictive measures list. Brussels accused both companies of moving Russian oil while engaging in irregular and high risk transport practices, broadening the bloc's crackdown on Moscow's shadow fleet.

The EU listing named six tankers tied to the two operators. Lukoil-Western Siberia was identified as commercial operator of the Aries, Neva Lux and Nimbus Spb, while Gazpromneft Shipping was named as technical manager of the Omsk, Olanga and Murmansk. All six were accused of lacking adequate liability insurance and engaging in ship to ship transfers and manipulation of Automatic Identification System signals while carrying Russian crude and petroleum products.

The designation marks an escalation because it hits shipping units directly owned by two of Russia's largest oil producers, rather than the independent tanker managers and obscure trading firms that have absorbed most prior measures. Earlier this year the bloc had already sanctioned Gazprom Flot, Rosnefteflot, Gazpromneft Marine Bunker and Lukoil-Nizhnevolzhskneft, alongside dozens of vessels linked to Russian oil exports.

Analysts said the listings could complicate insurance, classification, financing and chartering arrangements for the affected vessels and add compliance pressure on Asian and Middle Eastern counterparties that still deal with them. Russia has built alternative shipping and insurance networks since the start of the Ukraine war, but direct sanctions on in house shipping arms raise costs and shrink the pool of service providers willing to take the risk.

The measures are unlikely to halt Russian exports outright, but they push Gazprom and Lukoil further into opaque arrangements and non Western maritime services as Brussels keeps tightening its energy sanctions regime.
