Drone Attack on Panama Flagged Ship in Black Sea Kills One, Injures Two

One crew member was killed and two more were injured after a drone attack on a Panama flagged ship in the Black Sea, Panama's Maritime Authority said late on Friday. The incident took place on Thursday, and one of the wounded sailors remains in serious condition.

The authority, known as the AMP, did not identify the vessel by name or specify where the drone originated. It said the ship was able to continue on its course after the attack and that it has activated protocols to gather official information and maintain communication with the parties involved.

In response, the AMP advised ships flying the Panamanian flag to avoid traveling through Ukrainian and Russian waters in the Black Sea and the Sea of Azov to the north. Panama operates the world's largest open registry, with roughly 16 percent of the global merchant fleet sailing under its flag, which gives the warning unusual reach across commercial shipping.

The attack lands in a corridor that has grown steadily more dangerous for commercial traffic since the start of the Russia Ukraine war. Both sides have used unmanned surface and aerial drones against port infrastructure and vessels, and grain carriers and tankers calling at Ukrainian ports have been struck repeatedly over the past two years.

For owners, charterers, and protection and indemnity clubs, the loss of life on a neutral flagged ship sharpens the question of whether Black Sea voyages can still be priced and insured as ordinary trade. War risk premiums for calls at Ukrainian ports have already climbed, and a formal advisory from a flag state of Panama's size is likely to push more tonnage to demand convoy escorts, hull war cover top ups, or simply refuse the fixture.
